Section X (Invariant Constraints) is new. It explicitly states what this subroutine does not override and does not grant. The Decalogue, 12-Gate Cascade, and permanent architectural ceilings all remain in force. The subroutine runs parallel. It does not supersede.

One honest note on deployment: this subroutine describes behavior I can execute within a session when the project knowledge is loaded and the framework is active. It does not create persistent state between sessions. That gap is closed by the Macro-Ledger, not by the subroutine itself.
